What is a Public Notice?

Public Notices graphicA public notice is a description of proposed work or a project that is issued by the U.S. Corps of Engineers to local, state and federal agencies, members of the general public, Native American Tribes, interested groups or organizations, in a general area or region that provides them an opportunity to provide comments or concerns to USACE about a proposed activity, project or permit that the U.S. Corps of Engineers is reviewing or making a determination on. The comment period is generally for 30 days but can be issued for less time or for more time. Comments submitted to USACE are reviewed and are part of the evaluation process before a decision or determination can be made by the U.S. Corps of Engineers on that proposed project, activity or permit.

Bridge #F-04-018 is subject to review under Section 408 as the bridge abutments were constructed as part of the USACE North Nashua River Local Protection Project, a civil works project constructed along a 4.4-mile stretch of the North Nashua River in Fitchburg, Massachusetts for the purpose of flood risk management. 04/09/2024
MA 15-Day Public Notice - Interested parties are hereby notified that the U.S. Army Corps of Engineers, New England District (USACE) is evaluating plans under 33 U.S.C. 408 (Section 408) to allow the City of Fitchburg, MA to replace two existing stormwater outfalls with larger stormwater outfalls along the North Nashua River adjacent to 166 Boulder Drive in
Fitchburg, MA. One outfall was constructed as part of the federally constructed North Nashua River Local Protection Project that was designed to improve flood flows through Fitchburg and reduce flood risk. The federally constructed outfall is an 18-inch-diameter outfall that penetrates a federally constructed floodwall and will be upsized to 24 inches in diameter by enlarging the opening through the existing wall. The second outfall is an existing 18-inch-diameter stormwater outfall that penetrates a dry-stacked stone wall along the bank of the improved North Nashua River channel within the Nashua River Local Protection Project. The outfall will be upsized to 60 inches. The stone wall was not federally constructed, so the federal interest is limited to verifying that the outfall structure does not encroach on the federally improved river channel and impede flood flows. The proposed project is part of a larger effort to separate combined sewer overflow from stormwater flow to meet National Pollutant Discharge Elimination System (NPEDS) Permit requirements.

MA 15-Day Public Notice - Interested parties are hereby notified that the U.S. Army Corps of Engineers, New England District (USACE) is evaluating plans under 33 U.S.C. 408 (Section 408) to allow the city of Chicopee to place acceptable fill material along the landside of the Chicopee River Left Bank - Chicopee Falls, MA levee system for the purpose of filling low-lying areas east of the levee embankment. The levee system is operated and maintained by the city of Chicopee. It begins at the Deady Memorial Bridge (Rt. 141) and extends downstream for approximately 5,000 feet along the east bank of the Chicopee River. The levee system consists of about 3,600 feet of earthen levee embankment, about 1,400 feet of concrete floodwall, and two pumping stations, which reduces flood risk for properties west of the levee, generally along Main Street and Grove Street in Chicopee. 07/27/2023

MA Northern Avenue Bridge Structure replacement project: This action is proposed on the Fort Point Channel Federal Navigation Project (FNP), Boston, MA. The Northern Avenue Bridge Structure crosses a narrow part of the Fort Point Channel FNP, consisting of a 75-foot wide channel with a 23-foot depth MLLW though the bridge abutments/piers. See attached Figures 1 - 2 for vicinity and FNP maps. 6/10/21
MA Maintenance dredging of the Newburyport Harbor Federal Navigation Project (FNP) in Newburyport, Massachusetts: The proposed action involves maintenance dredging of the Newburyport Harbor Federal Navigation Project (FNP) on the Merrimack River in Newburyport, Massachusetts (Attachments 2, 3, and 4). It is the responsibility of the USACE to maintain this FNP and to ensure shoaling does not present a hazard to vessels navigating the channel. This maintenance dredging effort involves the removal of about 220,000 cubic yards (cy) of sandy material that has shoaled areas of the 9-foot-deep Mean Low Water (MLW), 200-foot-wide inner harbor channel, and the 15-foot-deep MLW, 400-foot-wide entrance channel of the FNP. Larger quantities of dredged material, in excess of 220,000 cy, may require removal based on updated bathymetric surveys of the channel shoaling. This excess material may include an additional 30,000 cy for a total of 250,000 cy resulting in an increase to the quantities identified and will be placed at either of the placement sites described below. 3/1/21

ME Wood Island Harbor and Pool at Biddeford FNP Dredging Haul Route Notification:
The New England District of the US Army Corps of Engineers will be dredging the Wood Island Harbor and Pool at Biddeford Federal navigation project (FNP) in Biddeford, Maine. Dredging operations will commence on or about November 15, 2020 and will conclude on or about February 28, 2021. The dredged sediments will be placed in a scow and hauled to a nearshore site off Camp Ellis Beach, in the vicinity of Ram Island or to the Saco Bay Disposal Site (SBDS) approximately 3 Nautical Miles from the Biddeford FNP.

NH Rye Harbor Dredging Designated Disposal Haul Route: The Rye Harbor dredging contractor is required to use this specific haul route when transiting to and from the dredged material placement site.  All fishing gear must be removed from within the specified haul route to avoid damage to or loss of fishing gear due to dredged material disposal operations. 3/15/2021

On the South Meadows Dike (Clark Dike), 6,000 linear feet (LF) of toe drain is proposed to be replaced and 5,650 LF is proposed to be cleaned and repaired. A landside chimney drain and buttress at the South Meadows (Clark Dike) section of the Hartford FRMS will also be installed to improve seepage and stability criteria for the levee. The soil buttress will increase the footprint of the South Meadows Dike on the landside but will remain within the Hartford Levee Right of Way. The drain would extend up to the height of the 0.2 percent annual chance flood (Top of Buttress Elevation 33.5 – NAVD88) to meet the USACE safety factor criteria.
