About the Project

For over 50 years, the Stamford Hurricane Protection Barrier has been a vital shield for the city of Stamford. Built by the U.S. Army Corps of Engineers (USACE) following the devastating hurricanes of 1938 and 1955, the barrier protects approximately 600 acres of Stamford's waterfront.

Whenever coastal storms threaten our shores, the barrier's massive navigation gate swings shut, protecting dense residential neighborhoods, critical public utilities, emergency services, and tens of millions of dollars in local infrastructure from tidal surge.

Why Are We Repairing the Gate?

To ensure the gate continues to protect Stamford for decades to come, USACE is undertaking a major repair project.

Because the hinges are underwater, we cannot simply replace the parts. Instead, our specialized Regional Rivers Repair Fleet (R3F) :

  1. Remove the Gate: Pull the hinge pins, disconnect the hydraulic arms, and float the gate behind the barrier.  
  2. Build a "Dry Workspace": Install a temporary, prefabricated, watertight structure to place around each hinge assembly.
  3. Inspect & Replace: Safely pump the water out of this structure so crews can disassemble each hinge in the dry, inspect all components, and install brand-new, custom-fabricated hinge pins. Repeat for each hinge.
  4. Restore Operations: Reinstall the gate and restore it to full, reliable working order. At this time the gate continues to fully operate, but there is concern about the continued deterioration of the broken pin.

What This Means for You

We are committed to minimizing disruptions to the Stamford community while we complete these critical life-safety repairs.

  • Safety During Construction: You might wonder if the city is still protected while we fix the gate. To minimize risk, construction on the gate itself will only occur during a narrow window (late April through early July) when historical data shows the lowest risk for significant coastal storms. As an extra layer of defense, the gate will remain onsite throughout construction and can be rapidly reinstalled provide protection to the community  in the event of a significant storm forecast.
  • Navigation Impacts (April through July: Because work will take place directly within the navigation channel, all boat traffic is strictly prohibited from entering or transiting the channel during active operations. We will coordinate closely with the U.S. Coast Guard to issue Local Notices to Mariners (LNMs) and provide detailed closure schedules to the maritime community well in advance.
  • Noise and Traffic: Residents near the barrier may notice some construction noise and an increase in work vehicles during the active repair window. We will adhere strictly to local noise ordinances and work efficiently to finish the job.

Why is this repair needed right now? The barrier is over 50 years old. A critical part of the gate's hinge mechanism is likely broken, causing unusual noise and vibrations. We need to fix it now before the gate gets stuck.

What happens if you don't do the repair? If left unaddressed, the gate could fail completely. A stuck gate could either permanently block boat traffic in the harbor or prevent the barrier from closing during a hurricane, leaving the city unprotected from flooding.

How much will this cost? The estimated total project cost is approximately $23 million, which was federally funded in Fiscal Year 2025.

Who is doing the work? The project is being executed by the USACE Regional Rivers Repair Fleet (R3F) in coordination with the New England District. Using our specialized in-house team gives us the flexibility to adapt to whatever we find when we take the 50-year-old underwater hinges apart, keeping costs down and the schedule on track.
