Maine DOT seeks permit to place fill material in Fox Brook to replace culvert beneath Route 15 in Dover-Foxcroft

CONCORD, Mass. – The Maine Department of Transportation is seeking a permit from the U.S. Army Corps of Engineers, New England District to conduct work in waters of the U.S. in conjunction with replacing a culvert beneath Route 15 in Dover-Foxcroft, Maine.

 

The Maine Department of Transportation proposes to place temporary and permanent fill material below the ordinary high water line of Fox Brook in Dover-Foxcroft in order to replace an existing deteriorated culvert beneath Route 15.

 

The proposed project will result in approximately 100 square feet of permanent and 800 square feet of temporary stream bed impact. The new culvert will be a 20-foot by 75-foot, 3-sided concrete box with a natural substrate. This work is designed to maintain critical transportation infrastructure, ensure public safety, and protect the economic vitality of Maine’s transportation network.

 

In-water construction at the site will impact Essential Fish Habitat (EFH) for Atlantic salmon. This habitat consists of stream bed composed of smaller stones, silt, sand and gravel interspersed with larger cobbles and boulders. The Corps has made a preliminary determination that the site-specific adverse effect will be minimal.  Further consultation with the federal resource agencies regarding EFH conservation recommendations is being conducted and will be concluded prior to the final permit decision. Similarly, consultation has been initiated regarding the presence of salmon as they are a federally listed endangered species

 

The application for the federal permit was filed with the Corps in compliance with Section 404 of the Clean Water Act, which regulates the discharge or fill of material in U.S. waters, including wetlands.
