USACE seeks comments on proposed work in freshwater wetland and tributaries in Warren, Maine

The U.S. Army Corps of Engineers, New England District received a permit application to conduct work in waters of the United States from Warren Meadow Solar Station LLC for proposed work in freshwater wetland adjacent to Quiggle Brook and its tributaries, and tributaries to the Saint George River off Wottons Mill Road and Hart Road in Warren, Maine.

The proposed work involves the placement of permanent and temporary fill below the ordinary high-water mark of Quiggle Brook and its tributaries, and tributaries to the Saint George River and in adjacent freshwater wetland in order to build a ground-mounted solar energy facility. The project will result in approximately 0.7acres of permanent wetland impacts and the conversion of 22.85 acres of forested wetlands to emergent wetlands.

To compensate for unavoidable impacts to waterways and wetlands, the applicant proposes a one-time In-Lieu Fee contribution to the Maine Natural Resource Conservation Program and proposes to upgrade four existing stream crossings to improve connectivity and fish passage.

USACE is soliciting comments from members of the public; federal, state and local agencies; American Indian Tribes; and other interested parties to consider and evaluate the impacts of this proposed activity.
