The applicant is requesting a DA permit to discharge dredged or fill material into streams and wetlands to redevelop and expand the historic Balsams Resort. The redevelopment includes constructing a snowmaking water pipeline along NH Route 26 to withdraw water from the Androscoggin River, development of Townhouses along Lake Gloriette, redevelopment of the Lake Gloriette House, establishment of ski areas to include but not limited to trails and lifts, shoreline stabilization along Lake Gloriette, and fill for the construction of a pedestrian bridge over
Lake Gloriette and gondolas. The Lake Gloriette Area and Townhouses will have new docks constructed, the beach area, bathhouses, and pool will be rehabilitated, bank stabilization work will take place along the lake, and twenty-four townhomes will be developed. Additionally, a ski bridge is proposed that will connect a ski trail from the Wilderness Ski Area to the hotel area. The Ski Area Expansion will expand from the existing Wilderness Ski Area and include lands to the south and east. As part of the expansion five new ski lifts will be constructed along with a gondola (to carry guests from the Lake Gloriette Area to the Ski Area) and 21 new ski trails. The new water intake line for snowmaking will run along NH Route 16. It will withdraw water from the Androscoggin in Errol, NH. The pump station will be located nearby the water intake, and the waterline will run within the existing NH Route 26 right of way. The activity would result in the permanent discharge of fill within 2.166 acres of wetlands and the temporary discharge of fill within 1.346 acres of wetland. A permanent discharge of fill within 0.184 acres of stream and a temporary discharge of fill within 0.217 acres of stream will also occur.
