West Hill Dam Master Plan Project
Uxbridge, Massachusetts


Executive Summary

The Master Plan Project provides guidance for future development at West Hill Dam in Uxbridge, Massachusetts, and covers 557 acres of federally owned land at West Hill Dam. The project prescribes an overall land and water management plan, resource objectives, and associated design and management concepts which provide the best possible combination of responses to regional needs, resource capabilities and suitabilities, and expressed public interests and desires consistent with the project’s authorized flood damage reduction purposes. The plan covers all project resources, including but not limited to fish and wildlife, vegetation, cultural, aesthetic, interpretive, recreational, commercial and outgranted lands, easements and water.

The natural and man-made resources at the project will continue to be managed to provide the best combination of responses to regional and ecosystem needs, project resources and capabilities. During the implementation phase period of the Master Plan, the New England District will continue to be responsible for the administration and management of the project.

The West Hill Dam Project, a unit in the flood risk management operation plan for the Blackstone River Basin, helps protect communities along the West River in Massachusetts and the Lower Blackstone River in Massachusetts and Rhode Island.  In addition, it augments  the protection provided by the Woonsocket local protection project in Rhode Island. Authorization of the plan is contained in the Flood Control Act of 1938 (Public Law 761, 75th Congress, 3rd session) as modified by the Flood Control Act of 1941. Authorization for development and use of the reservoir area for public recreation, wildlife management, stewardship , and other purposes is granted. Construction of the West Hill Dam began in June 1959 and was completed in June 1961 at a cost of $2,306,902. Through Sept. 2009, the facility has prevented approximately $78,456,000 in flood damages.

All specific proposals for recreational or other development at the project must comply with the Master Plan, the Thames River Basin flood control requirements, and the National Environmental Policy Act and federal requirements
