Centerville Builders, Inc. seeks Corps permit to impact U.S. waters to construct 6-slip boating facility in Warwick

CONCORD, Mass. Centerville Builders, Inc., is seeking a permit from the U.S. Army Corps of Engineers, New England District to conduct work in waters of the U.S. in conjunction with constructing a 6-slip boating facility in Warwick, Rhode Island.

 

The proposed project includes the construction of a new 6-slip boating facility called Pawtuxet by the Sea. The 6 new slips are associated with 6 condominiums in the upland. Work will involve dredging approximately 1,325 cubic yards of material plus installation of a pier, ramp and float system to dock 6 boats.

 

Approximately 1,325 cubic yards of material will be dredged from an approximately 9,000-square-foot area to a depth of -5 feet at mean low water. The material will be dredged using a barge-mounted crane with a clamshell bucket. It will be loaded into a scow and towed to a Confined Aquatic Disposal (CAD) cell located in the Providence River. The dredged material has undergone physical and chemical analysis. It is the Corps preliminary determination that the material is acceptable for disposal at this disposal site.

 

The dredging portion of the project will impact approximately 0.2 acre of Essential Fish Habitat (EFH) for various species and life stages. Habitat at this site can be described as a mixture of sands and silts. Loss of this habitat may adversely affect some of these species. However, the Corps has made a preliminary determination that the site-specific adverse effect will not be substantial. Further consultation with the National Marine Fisheries Service regarding EFH conservation recommendations is being conducted and will be concluded prior to the final permit decision.

                 

The application for the federal permit was filed by Centerville Builders, Inc. with the Corps in compliance with Section 10 of the Rivers and Harbors Act, which provides for federal regulation of any work in, or affecting navigable waters of the U.S.; and with Section 404 of the Clean Water Act, which regulates the discharge or fill of material in U.S. waters, including wetlands.
