Corps awards $3.4 million contract for repair to east jetty of Block Island Harbor of Refuge

Published Sept. 30, 2014

CONCORD, Mass. Repairs to the east jetty of the Block Island Harbor of Refuge in Block Island, Rhode Island, will be completed under the terms of a $3,445,000.00 contract awarded recently by the U.S. Army Corps of Engineers, New England District.

Work will be accomplished by HK&S Construction Holding Corp., of Newport, Rhode Island. Construction is scheduled to start on or about Nov. 1, 2014 and take about 5 months to complete. The contract was awarded on Sept. 10, 2014.

Block Island Harbor of Refuge is located on the east side of Block Island, about 13 miles southwest of Point Judith Harbor and about 25 miles southeast of Stonington Harbor, Conn. The work involves repairing those sections of the east jetty that were damaged by Hurricane Sandy in late October 2012 and will involve mobilizing heavy construction equipment, large armor stone, and other project materials to Block Island by water.

“The repair work will involve reconstructing the jetty to pre-storm conditions, including side slopes and crest height,” said Project Manager Daniel Strenstream of the Corps’ New England District, Programs/Project Management Division in Concord, Mass. “The quantity of stone to be placed is estimated at approximately 10,000 tons.”

A large amount of displaced stone is expected to be recovered from the site adjacent to the jetty. The existing stone size of the structure varies widely and new stone needed to repair the structure is expected to range in size on the trunk (middle) from 10-14 tons and on the head (tip) from 18-22 tons.

The project will be managed by the Corps of Engineers under the supervision of a Corps’ Quality Assurance Representative to assure compliance with contract requirements. A project map is available at: http://www.nae.usace.army.mil/Portals/74/docs/Navigation/RI/BHR/BHRmap.pdf.
