Corps, Maine Department of Transportation sign final instrument for Maine Umbrella Mitigation Bank for preserving aquatic resources

CONCORD, Mass. – The Commander of the U.S. Army Corps of Engineers, New England District and the Commissioner of the Maine Department of Transportation have signed the final instrument for the Maine Umbrella Mitigation Bank. The instrument includes an initial deposit of environmental “credits” for aquatic resources generated by the preservation of 500 acres on Sears Island in Searsport, Maine.

 

Additional projects may be proposed by the Maine Department of Transportation. A public notice would be issued for each proposed addition to the umbrella bank.

 

The umbrella bank provides the Maine Department of Transportation an alternative to permittee-responsible mitigation for unavoidable impacts (environmental “debits”) authorized under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899, if: 1) credits of the appropriate type are available; and 2) it is deemed appropriate during the review process for proposed impacts.
