Vermont AOT seeks Corps permit to place fill for safety upgrades at Rutland Southern Vermont Regional Airport

CONCORD, Mass. – The Vermont Agency of Transportation is seeking a permit from the U.S. Army Corps of Engineers, New England District to conduct work in waters of the United States in conjunction with safety upgrades at the Rutland Southern Vermont Regional Airport in Clarendon, Vermont.

Vermont Agency of Transportation proposes to place fill material in a total of 116,235 square feet (2.67 acres) of waters of the U.S. in conjunction with the construction of runway safety area improvements at the Rutland Southern Vermont Regional Airport in Clarendon. The work is proposed in: wetlands adjacent to Mill River and unnamed tributaries to Otter Creek at the Rutland Southern Vermont Regional Airport off Airport Road in Clarendon, Vermont; wetlands adjacent to an unnamed tributary to the Mill River off Adams Road in Shrewsbury, Vermont; and unnamed tributaries to the Clarendon River and adjacent wetlands off Quarterline Road in Clarendon.

The work will involve: extension of the Runway 1 Safety Area and installation of Engineered Material Arresting System (EMAS); paving a portion of the Runway 1 Safety Area; constructing of parallel taxiway “E”; relocation of Runway 1 Localizer; re-grading the borrow area between Runways 13 and 19; installation of solar-powered airport beacons 3 and 11; construction of a safety area for Runway 19; and realignment of Airport Road.

The application for the federal permit was filed with the Corps in compliance with Section 404 of the Clean Water Act, which regulates the discharge or fill of material in U.
