River Road Development, LLC seeks Corps permit for work improvements at marina in Greenwich

CONCORD, Mass. – River Road Development, LLC, is seeking a permit from the U.S. Army Corps of Engineers, New England District to conduct work in waters of the U.S. in conjunction with work improvements at the marina in Greenwich, Connecticut. This work is proposed in the Mianus River at 89 River Road, Cos Cob, Greenwich, Connecticut.

 

The proposed work involves the installation of a 6-foot wide by 351-foot long floating main dock, three 6-foot wide by 30-foot long T-head docks, five 4-foot wide by 30-foot finger docks, a 6-foot wide by 10-foot long landing float, a 4-foot wide by 37-foot long aluminum ramp, and a three pile dolphin system. Also, work includes the modification of an 8-foot wide by 198-foot long float to a 24-foot wide by 170-foot long float, and a 3-foot wide by 35-foot long aluminum ramp to an 8-foot wide by 38-foot long aluminum ramp.       

 

The purpose of this proposed project is to provide access to more vessels at this marina. The applicant is working with the Corps on minimizing and avoiding impacts to the adjacent tidal wetlands.

 

The activities proposed may also require permission from the Corps pursuant to 33 U.S.C. 408 if it will alter or temporarily or permanently occupy or use a Corps federally authorized Civil Works project known as the Mianus River Navigation Project.  A permit pursuant to Section 10/404/103 shall not be granted until the Section 408 permission is issued. The Corps is soliciting information necessary to complete an evaluation and review.

 

This project will impact .18 acre of Essential Fish Habitat (EFH). This habitat consists of intertidal and subtidal areas. Loss of this habitat may adversely affect species that use these waters and substrate. However, the Corps has made a preliminary determination that the site-specific adverse effect will not be substantial. Further consultation with the National Marine Fisheries Service regarding EFH conservation recommendations is being conducted and will be concluded prior to the final permit decision.

 

The application for the federal permit was filed with the Corps in compliance with Section 10 of the Rivers and Harbors Act, which provides for federal regulation of any work in, or affecting navigable waters of the U.S., and with Section 14 of the Rivers and Harbors Act.
